Is there a way of stopping users from adding a *.pst file through outlook's services.Because some users seeing that Exhange has stopped their mailboxes from sending/receiving they create a *.pst file and change delivery to a personal folder as opposed to Exchange.

I'd suggest something like creating your own security template using secedit. You could try something like using regedit 32 to grant read only access to domain users to the oulook folder under HKEY_CURRENT_USER. Once you have crated your security template you could use the GPO to roll it out.
